It is recognised that this particular question is not one that can be decided here for the Empire, but it is represented that H. K.'s Government may be informed of the policy advocated by the Chamber with a view to securing the nearest practicable solution of this question to the detriment of the Enemy, and we see no reason why local legis- lation should not be enacted to embody the views held by business men here as a means to this end.
